<p><strong>Step 1:</strong><br />
Create a new document (File &gt;&gt; New).<br />
Create a new layer (Layer &gt;&gt; New Layer).<br />
Set foreground color to #1764b3 and background color to #3d9bfb<br />

<p>Select gradient tool.<br />

<p>Press and hold shift key and drag mouse from bottom to top. This is how our image will look now.<br />

<p><strong>Step 2:</strong><br />
Download water drops brush from <strong><a href="http://www.psyag.com/download/brush/bubblebrushes.abr">here</a></strong>. Load the brush. Set foreground color to white. Now apply these water drops brushes many times. Make sure you change the brush to have different size drops.</p>
