Clicking a white circle with either direct selection tool or path selection tool created a black outline around my circles. Then I could right-click a bubble, “make selection,” OK.

This activated the Select -> Modify option. I’m unstuck!

In step 2, after selecting the ellipse tool, you must ensure you are in “shape layers” mode, not “paths” or “fill pixels”.

In step 3 I could not get the circles selected. I tried the direct selection tool, the path selection tool, I tried with and without the control key, I tried clicking the bubble layer and the bubbles themselves. Nothing worked. My white circles remained unselected.
